Players complained that they "HAD" to use the white phosphorus and weren't given a choice. The developer said that he believed that simply stopping playing the game was in and of itself a choice.
Yes, they could have put that as an actual story point in the game, where you back off and end the game early, but then that doesn't play to narrative of the game or the critique of the player's decision to do anything to continue the story.
