It's not bad overall, far from it in fact, but the note charts are poorly done. They don't work with the diamond layout of the controller, the L1/R1 notes look too similar, and there's tons of cheap bullshit that make its arcade roots evident. It's a lazy port in that regard. The other Diva games have much better note charts.

I suggest playing through some simpler game. Zelda Wind Waker is one of the few I know that has full furigana if you want that crutch, it emulates fine too so you don't need to import a copy. Pokemon games have very easy text so they can be a good place to start if you like them, the Pokedex will teach you more complicated words than the rest of the dialogue.
Really though I just suggest you find something you are interested in which isn't in English and go for it. If the passion isn't there then learning will be much harder. Find something you enjoy reading.
