VII is a much more important and much more groundbreaking game but ultimately it's an antique
VII is loved because it is the most relatable out of all of the Final Fantasy games with its dieselpunk-ish and contemporary aesthetics and always relevant themes like environmental issues.
To put it short, the world feels familiar. Add to that the best cast out of any of the games and you have a winning combination.

What you're describing isn't pacing though. It's the exact opposite. "Pacing" describes the inclusion of natural highs and lows so the player doesn't get bored. If everything is completely even, the narrative is not paced.
