I sincerely think that Valve is doing what they did with Half Life 2, meaning that they're moving to make a new engine first. They recently announced that they're fully behind Vulkan, but they haven't integrated any of their games with Vulkan, not even Dota 2, which (supposedly) runs on Source 2.
I think that Half-Life 3 is going to run on the real Source 2, and will be the debut single-player title for that engine. It just so happens that they got roped into the whole VR thing and they have to get that out of their system.
