A couple suspicions right out the bat:
1) Boxer dude's beating Makoto is what delayed their proceedings long enough for the attack to be fully launched and the game to start.
2) Animator was the last to show up, and only after the guards were murdered and stashed away, though I think he's a bit TOO obvious of a suspect to take seriously right now.

If you played the FTE in 2 you can sort of see that there talents were actually alluded to them being evil as shit. Mahiru talks about how her Mom is a War Photographer and sees fucked up stuff all the time, and you can sort of see the connections to propaganda and brainwashing. She even appears along side Sonia making Triumph of the Will 2.0 in the start of the new episode.
Teruteru casually says that he'd be able to make food that literally melts someone's mouth and tongue pretty casually as a bio-weapon, but its played off as a joke.
Saionji and Ibuki can do some brainwashing too, I think Saionji says at some point that she'd fight ruthlessly to uphold traditional values and wishes others to do the same. Can't remember about Ibuki but its probably similar.
