Dead on arrival. The only way to make it work if PvE/PvP doesn't rely on grinding but instead on skill and that kind of gameplay has a really small playerbase.

"No stats" as in "50 strength" or "20 agility" like in all RPGs. Nothing is obtusely loot based like borderlands but there are guns and cars, but it feels sensible.
