I upgraded for about $50 a while back by selling my 3DS XL, I enjoy the New 3ds. It's definitely not necessary, but I like it. I play a fair bit of Monster Hunter and it is better on the New 3ds. I also want to get around to playing xenoblade, but to answer your question, if you can upgrade for under ~$75 I would recommend it.

If you plan on playing MH, then the New 3DS is better because of the C-Stick, otherwise, it has a slightly better screen and a much better 3D implementation with face tracking. If you don't care about those, then you can go with the older model.
I just got mine. I traded in ~$70 worth of Vita-chan games and used $75 in powerup certificates and only ended up paying $140 total for it, OoT3D, and a $20 eShop card.

Well personally I got my value out of it. Played about 70 hours of The Binding of Isaac remake on it. Just getting started on Hyrule Warriors too which apparently has an unbearably awful framerate on the old 3DS. Also played some SNES emulated games on it that only work on the N3DS for whatever reason like Secret of Mana 2.
I'd just get it for the sake of not regretting it in the future in case you do end up wanting to play something that runs better on the N3DS or doesn't run on the old 3DS at all. Especially if you plan on hacking it. Then you'll probably definitely come across one of those games eventually.

Revelation was an eShop only DLC. Basically you play this path if you don't choose Hoshido or Nohr at the turning point in the campaign. Throughout Revelation you can recruit units from both the Hoshdio and Nohr campaigns, and it has a different story. I think you need to own either birthright or conquest to be able to buy it but I'm not sure.

You can tell pretty easily if you got lucky with your N3DS and got an IPS panel. Only the top can be IPS. If the bottom and top look alike from a deep side angle, then it is not an IPS on top.

You can also overclock on games that dont normally support taking advantage of N3DS provided you have CFW. For some games it doesn't seem to do much, and I did run into one bug which can be circumvented by turning the clock speed back down in advance (non-true Andross fight lags horribly), but in general it improves framerates.
I'd say it's worth it, if you can afford it. The 3DS is solid on its own, no major flaws compared to the N3DS. The N3DS just has a little nipple that helps with targeting in games like Legend of Zelda, MonHun, Smash, and so on. The loading times are also significantly better, and the 3D has had a little improvement as well. There's also a small handful of exclusive N3DS games, Xenoblade, Binding of Isaac, and Hyrule Warriors.
If money isn't an issue, I say get a N3DS XL.
If you're a bit tight on cash, then 3DS XL or save up.
I got this bad boy a few months ago for $195 on Amazon and haven't regretted it.
