Even if that were true, those have an immense impact on the gameplay experience, frame rate especially. In the image posted we can't tell anything about draw distance, all those other things would change the game completely and are obviously the same in multiplats. Even in that one image it's obvious that the ground on PC is much better, I doubt that they only changed the ground and literally nothing else.
If you think resolution and FPS are the only things that change you are quite mistaken:

That's a pretty kind comparison too, they're at the same resolution at least and the PS4 version still looks flat and terrible because the draw distance is tiny, there's no grass, no shadows and no AO as far as I can tell. The trees also look blurry/low-res on PS4 (have a look at the ones close by to the right).
