They rushed a design change for a character at the last minute for an unknown reason. Traces of his older design can be found throughout the game and you can make out how it was painted over on the box art.

This game is an anomaly. I've been trying to extract the sprites but they're in some proprietary format. If you open them in a notepad file it gives you ASCII representations of their contents
