This is true. As much as I liked the game the villain role seemed a little forced on him. He was a dick but never did wrong to the brothers until Sam betrayed him.
You can tell the writers had to throw in that scene where he tries to shoot Nathan because if it wasn't for that scene nobody would want to save Sam and stop Rafe. Sam's only redeeming quality was that he was family.

A confrontation between Sam and Nathan was what I really hoped for, as Sam could've worked as some kind of a temporary villain.
