Depends on what you take into account. On its own the art is good. Compared to some of the concept art it's obvious that we were robbed in certain cases.

Did I miss anyone? Since so many of these are just uniforms, it's worth noting that Persona 4: Golden (and possibly original Persona 4; I have no idea on that) has the Persona 4 cast mention that Gekkoukan High is much nicer than Yasogami High, and that the uniforms are of much higher, ritzier quality, as the P3 school is newer and is personally funded by the Kirijo Group.

Turtlenecks aren't necessarily sweaters, they can be undershirts too, and the neck being a bit loose might just be design choice, but I've seen a few that are like that.
Keep in mind this is Fuuka's winter uniform, so something like this won't be too hot or uncomortable.
I also remember that if you see her status she has "turtleneck" in her armor slot.
