I have both, FO4 for PC and Nep VII for PS4.
FO4 is a piece of shit and the worst FO I've played. Nep VII is the best of its kind and the best Nep I've played.It even includes a part where Vert is the lead.

1. I've seen Nep mods for Skyrim, but not for FO4. Do Skyrim mods not work with FO4 at all?
2. Nep VII has the most content of all Nep games right? Do the DLCs add anything other than imba characters, clothing and gears?
Still trying hard to decide on this. It's hard for me to assume Noire as a hetero and that the secretary died to Institute goons, but I can get over it.

You get a better sense of what they're talking about in the game but its mostly fluff.
You'll hear the candidates mentioning losing their sisters once before or you hear the name "deity of sin" a bunch; both of which are from the older games.
Not completely necessary but definitely worth it if you like callbacks.

I played both and honestly I'm enjoying VII more than FO4 and I like FPS better than RPGs
Maybe I'm biased because FO4 ran at 28FPS on low on my PC but, do you want to play for a long time? FO4 has more replay value than Nep, but getting the 100% on Nep will still take a long time. Story? FO4 barely has one about some robot racism, while with VII you know what you're getting, the new characters are good.
