Honestly, having watched the trailer, he IS way too big, and his attacks have too big of a reach. Also air grabs as a concept are cool, but on Ridley it just emphasizes that he can basically get you from anywhere at any time. Being as light as Jigglypuff doesn't really make him balanced.

Which is logic I could almost understand if it weren't easily shown that Sakurai doesn't give half a shit about accuracy or changing things in most cases, so it just looks more like a double standard where Ridley isn't allowed to be changed even though everyone else is.
Honestly most of the time Sakurai's logic for his decisions breaks down very quickly if you look at it enough. I wouldn't be surprised if most interviews with him were 90% just him pulling excuses out of his ass on the spot.

Quite likely the real reason is more "The character is not popular enough, not a main character, or has no game recently released or upcoming."
Ridley is on the cusp of main character status but being a boss enemy with zero dialogue and only the briefest snippets of characterization means he gets passed over. Or maybe Sakurai just doesn't like him enough to make him playable. Who really knows?

Ridley's flight is very limited in Other M and other 3d games. He spends most of the time on the ground and, in case of MP1, becomes a threat only when he can't fly anymore. Wings don't need to be reduced in size when you can simply fold them and Ridley's overall size doesn't matters when he doesn't uses it to his advantage

Last time someone who wasn't Samus hit Ridley, they were quickly thrown into lava without a second thought. But in Smash, slapping Ridley hard enough makes him your bitch even if you use Samus.

He has enough of that in Other M. While nothing is really said, it's shown. He is intelligent (tricks scientists into getting to his cage, then tricks Samus into killing things to give him food, then later distracts everyone with random enemies to personally deal with Samus), sadistic (once he realizes that Samus won't fight back, he decides to grind her into a wall and he keeps doing that during the fight as well) and very easy to piss off (one shot was enough for him to drop everything he was doing just to kill Anthony). He also isn't stupid enough to run when he has a chance to do so and he knows that Queen Metroid is gonna fuck him once he sees that thing and doesn't even tries to fight back.
Just not wanting to do it sounds like the reason why he isn't playable.
