Nah, making him literally gay would be really contradictory to the character because the whole point is that he had traditionally viewed "feminine" hobbies and interests which in turn caused people to judge him/his own insecurities in his masculinity and orientation. The entire game is based around accepting the part of yourself that's there but you're ashamed of. In Kanji's case it wasn't being gay, but rather hobbies that caused a perception of him being gay.
Besides, dude only ever gets a boner for the ladies in the game and never once expresses attraction to a male character.

My belief is that Kanji isn't gay because Atlus like they had done in the past, would've outright stated it in the game. They don't pussyfoot around it like most western devs would, so I don't think he munches on dicks, he's just generally confused about having girly hobbies.

Kanji was bi, without a doubt. His attraction to Naoto and what happened on the midnight channel don't prove anything on their own, but there are implications in his dialogue and actions throughout the game. One that I can remember in particular is the "Up close and personal" moment with Yosuke.
