I wouldn't say "the best" in general, but I think the Genesis soundchip is better than the SNES (I grew up with SNES).

Great choice of song and imo the best on Genesis. Another Genesis game with music by Hitoshi Sakimoto is Bad Omen. Great soundtrack but a terrible game.

The Genesis required developers to program the Z80 (not a dedicated soundchip) as a sound CPU. Naturally some devs didn't want to waste time doing that and used the default sound engine given to them by Sega, that sound engine was shit. http://segaretro.org/GEMS
