Every time I play healer my team has such poor dps they don't get a single kill.

In the lower ranks instapicked Genjis are a fucking locust plague. They are everywhere at all times in all team comps.
I have given up trying to convince them to switch out to something more useful and have taken to just giving them orders over the mic and telling them what to do instead and it seems to be working out for the better.

I think I've gotten obscene good with Torbjorn now. The key is to place a lvl 2 turret at their spawn to gain 10-20% of charges and then to go to a good turret spot and place on immediate after the first one gets destroyed. A torb can place and fix up a lvl 2 turret within 8 seconds. Your job is to put it at a good spot so you can build ult charges as quickly as possible. If the enemy team has discovered your spot, you should try to move to a new spot to confuse them. Also if the enemy push gets stopped by your turret, move it to a new spot as well to make them wonder where your turret is.
Also fight away from your turret with your OP rivet gun when the enemy team is slowly pushing in as you will no doubts get some headshots in and slow down their push. If they're doing a full push, use your ult and to stay near your turret if you're facing a good team. Always have a turret up no matter what, even if they die you can regain charges just from a few shots by the turret. Also it slows down the enemy's pushes as well.

I have given up on trying to get the ubiquitious insta locked Genji's to switch so instead I tell them and the Reapers that I don't even what to see them and that they should always be going ahead and getting behind the enemy shooting them in the back.
They are usually lower level and don't have a clear grasp of meta strategy yet so they seem to be willing to just go along. I also tell the insta locked low level Widows and Hanzo's to simply focus on Banstion's and turrets above all else and not to worry about getting a headshot every two or three minutes because it doesn't help.
When I talk to them many times I will get an in game "understood" from them because they don't have a working mic.

If I am DPS, it is so often that our frontline tank is a piece of shit Reinhardt that always charges at the first sight of anything, or a roadhog who misses 60% of his hooks, or a dumbass zarya that doesn't know how to E allies and keep a constant high charge.

Personally, I blame Blizzard's huge, casual fanbase for the shit quality of the game's teams. There are many, many people playing this who have no idea about team-based shooters and who don't give a single shit about getting good.
Imagine the masses of mouth-breathing LFR players from WoW. They make up something like 80% of the player-base in Overwatch.
Among the things people with 120+ hours in the game simply cannot do:
- checking behind for flankers, listening to footsteps
- falling back to B to defend rather than trading at A, causing the entire enemy team + their ults to rush the 3-4 remaining defenders at B
- falling back to link up with the team, rather than staying at the front while the rest of the group is running back from spawn
- executing a push out sheer, dumb fear
- counter-picking if an enemy gives them problems
- reading the comp and picking accordingly
- switching heroes if the current level or part of it demands it

I see this excuse used by bad players in every game. If you are shooting at "nothing" enough for it to skew your stats that much, you're probably not engaging in actual combat often enough to justify your Soldier pick.
