I've always created characters that have a luck of 1 and charisma of 3, to reflect my irl self. Also it tends to make the game better, as you have to work for things instead of expecting everything being handed to you.

If you really want to min max drop perception and charisma down to one, bump int to full and put the rest of the points into strength or endurance depending on whether you prefer larger inventory and better weapon handling or more health/implant spots
