Two reasons for why enemy attacks are more linear:
1) Enemies have more varied movesets instead of slowly walking towards you
Since they can blindside you a lot easier by comparison attacks had to be made simpler to offset it
2) It is easier to balance a map around high damage enemies instead of enemies with more complex attacks.
