No it wasn't. It felt like it was built from the ground up for some inexplicable reason. If it wasn't, there's no explaiining why it plays so much worse and has features missing.
The setting and level design doesn't lend itself nearly as well to the gameplay either. It was just a piece of shit.

There's a reason consoles and developers that make games for them are killing gaming. FEAR was a PC game, FEAR2 was console trash and anyone with a working brain can see that. The content of the game was decent/good, but everything around it was not.

in its core FEAR2 was still a well designed and fun FPS with nice visuals, better gunplay than any other FPS at the time, great atmosphere and music and an interesting story with a great ending.
I love fear2 just as much as fear, despite its shortcomings.
