Every Pokemon in Gen 1 had the last 4 moves it learns as its moveset. The only exception is gym leaders who also knew the prize TM. This was especially bad for most special evolutions because they didn't learn any moves on their own. Lt. Surge's Raichu could be taken down by any given Ground-type because it only knew Thundershock, Growl and Thunderbolt. I can't remember if that was a problem for Gen 2, but I'm sure at least wild Pokemon were like that.
