In most fantasy settings the difference between dragon and wyvern are more complex than just an extra pair of limbs.
From what I understand, dragons are super-intelligent godlike beings that live in secluded locations hoarding treasures. Wyverns are non-sapient, more feral and beast-like, and live in the wilderness as predators.
I personally class Skyrim dragons as legitimate.
