The dungeons are somewhat randomized. The items, enemies, tile sets, etc. are all hand crafted.

Procedural generation saves a lot of time and adds replayability to games that otherwise get boring quickly.
The problem is when devs decide to implement in games where level design is critical, like in FPS games.

Did you play the game?
The item stats are randomized between a limited range of stats. For example a particular sword could do 1-10 damage.
You would not for example be able to find Tal Rashas set that did under a certain amount of damage/stat boosts.
The items were not random, the stats randomly fell between a predetermined limit of what a certain item could be.
