Team-Silent's original Silent Hill games definitely do. Their artists and coders were some literal wizards, pulling these insane amounts of details out on PS1 and 2, alongside with some best character animation that side of HL2.
Star Citizen has like 8k textures, doesn't it?
Yeah, Half-Life 2 has some nice visuals. Probably my favorite thing about it is the Combine's style

I think Silent Hill 3 has better looking art but SH2 is a better game. Game 3 looks kinda fucked sometimes at high resolutions because of 480p depth of field.

This. Even the PS1's SH1 has amazing texture work, with tons of detail everywhere.
For example, every single shop, store, cafe, bar, etc, has its own unique front. Many individual rooms in buildings also have their very own unique texture sets.

I recall those PS1 demo discs starting to include PS2 demo videos towards the end of its life cycle. THe SH2's one (pretty much the opening video in shortened form) and FFX video (the Yuna's sending cinematic + some random clips there and here) were literally mindblowing in 2000, and I remember thinking that we'd finally gotten rid of blocky polygon characters and fuzzy textures.
It's just sad to think how Team-Silent, some true pioneers of the era's tech, were so badly treated by Konami, and ultimately broken up by them. It's pretty surprising how long they allowed Kojima's shenanigans.

I find the mid 00's games to have the best balance in this.
Majority of the visuals are actual well done models and textures, running alongside with some fancy normalmapping and real-time lighting, with occasional bloom or blur effect used as a way to affect the mood.

I get why motion blur is used in 30fps console games but I still wish you could turn it off. The only "modern" game that uses bloom really well is Assassin's Creed 2. Comfy and ethereal as hell.
