Roadhog. She can't kill you fast enough before you snag her in a 1v1 and most Tracers usually prioritize the easiest kill, so shoot at your healer since Tracers are scared of missing and will get right up in there.

Honestly i manage to kill her the most consistently with Junkrat.
9/10 times they're too busy zipping around like a tryhard to notice my trap/mine combo. She's also deceivingly easy to land direct hits on since she always attacks closely.

As someone who loves playing Reinhardt, she's actually not too hard if she doesn't have her ult. Your shield forces her to get behind you, so predict this and attack behind yourself.
Your reach is way better than you think and she should go down in like two-three hits unless she E's away. If you're still not able to get her for Round 2, it wasn't meant to be.
