At least the way Blizzard did it all maps modes and characters will be free AND you can still get legendary skins AND you can choose to buy that skin you really want with ingame currency that comes surprisingly fast. I'm at rank 90 at 50 hours of play and I've got enough Overwatch funbucks to buy five different legendaries I want.
Is it perfect? No. Is it a whole lot better than other companies? Yeah.

They're not free, they cost time. F2P games also charge time for much of their content or cash to get it faster.
The reason many people feel cheated is that there's a fine balance between earning and grinding for something you want. Regular single player games for example want you to earn level ups while F2P games want to lean more toward grinding so the value of money/time is greater.
Many people feel that because they paid for this game they don't deserve F2P grinding and perceive the current rate of gaining loot boxes as more grind than earn.
Getting twice as many loot boxes for example would make the common grey/grey/blue/grey less annoying. Having an option to buy loot boxes means there's no real incentive for Blizzard to make EXP gain any faster.

It's not free if it takes hundreds of hours to get them all, it means it costs time. Anyone complaining about the loot boxes just feels that the current lootbox rate is too thin. You don't need to get all of them immediately but it'd be nice to have say 3 loot boxes at the end of a normal session so you can just enjoy opening a handful. Rather than only one an hour or so.

Cosmetic content is still content. There's a difference between grinding for gameplay which is just horrendous, and grinding for cosmetics which is un-fun. Loot boxes are desirable so they still count, it's just that not as ass terrible as paying for gameplay.

Cosmetics make the game more enjoyable. Entertainment IS the currency of a game. Just because charging for gameplay is unforgivable doesn't mean charging for cosmetics isn't frustrating.
Personally I'd rather the EXP rate of lootboxes be 2x as much and they just charge to make future skin packs available for unlock. Having only one box after an hour of play is pretty lame
