I've got 29 hours in her (Rein is next with 12) and I do find myself sitting on her ult quite a bit because it forces you to be so goddamn exposed for its duration.
Like Reaper's ult, it's really only a success when you either ambush your enemies, have an environmental advantage or the enemy team is fully preoccupied with your teammates.
If you can jet directly above your targets' heads and fire straight down you can pull out a desperation ult pretty effectively too since not-quite-MLG players are thrown hardest by verticality and will struggle with the axis lock at 0deg if you're just a tad behind them.
But all that in mind, it's still a disgustingly heavy DPS dump, and the fact that it can vectored to catch mobile targets and re-prioritize targets after the enemy team reacts makes it more flexible than burst ults like Riptire and Death Blossom that can usually be mitigated by individual or group abilities used with good timing.
It's one of the few ults that can grind an entire Lucio-shielded group to pieces, too.
