Because Call of Duty is seen by many as a game that serves the lowest common denominator. And in some ways that's true.

The Call of Duty games are like a really well made plain white cake. Everyone will eat it, and most people will say "that was a really good white cake", and frustrating contrarians will claim that it's not worth eating just a plain white cake, but at the end of the day no one really remembers the amazingly well made white cake. There are people who will only eat plain white cake because they don't like to try new things, and will always be contented with the plain white cake. An amazingly made chocolate cucumber cinnamon cake will be lovingly enjoyed by food enthusiasts and critics, but when the white cake eating masses try it and spit it out the others will say "Why don't you go back to eating plain white cake?"
