It's not my favorite saga or arc but it's definitely up there.
It had the perfect mix of goofy adventure, crazy settings, fun villains and emotion that make One Piece as good as it is. The Ryuma, Oars and Perona fights are three of the best in the entire series too, and every Strawhat got some kind of spotlight.
Terribly underrated arc, but I guess it was hard to appease people with a standard arc after all the shonen drama in Enies Lobby. The fanbase changed pretty dramatically after that saga.

Krieg out of sheer determination got back up and wanted to finish off Luffy, Kuro was a beast with his techniques and plans to make himself disappear, and Arlong was Luffy's first major opponent, adding on to what would be his relationship with humans much later on.
