I don't believe Fallout has graphics settings but even an old Pentium 4 and 6600 GT rig should be enough to run it at 60fps. It's just an isometric CRPG after all.

Just forget this meme. There wont be steady 60fps on mainstream PC anymore. If you want steady 60fps, buy the most expensive parts in existence and hope it will offset the shitty coding on the PC ports.
GPU wise, your best bet is a RX 480.
CPU, some i3 or i5 if you can afford it.
8GB of RAM and you're golden.
