There is currently 9 different reputations you can grind, 3 admiralty lines you can grind and multiple R&D lines you can grind to level 20 for maximum crafting skills.
Oh and any tier 5-U and tier 6 ships have ship mastery levels which you open by playing with that particular ship.
As for pay2win, id say its still one of the least pay2win games around, rather pay to do shit faster/skip 6-12 months of dilithium grinding.

There is a metric fuckton of lore in the game. It takes place in 2409 (later parts in 2410) and there's lore on everything that happens between the end of Nemesis and the beginning of the game.

There was at one point, but I don't know how active it is these days. Drozana Station was infamous for that kind of thing when I started playing a couple years ago.
The character creator is pretty solid, especially for the generic "alien" option. They get access to a shitload of features and have much more variety in how far their sliders can go compared to canon races. It's free to play, so it's worth downloading even just to try character creation for yourself.

Voyager is okay at best. I've seen a few anon's describe it as "comfy"(it manages to use a lot of fancy new sets almost every episode, for example), and while it sometimes does feel that way, it also feels like the episodes drag on quite a bit.
I liked Janeway and a few other characters but I think the biggest problem with Voyager is that it's a retread of many established concepts(for the first three seasons at least), leaving a lot of the episodes to be pretty predictable.

Funny, I did the same thing with TOS after finishing TNG. It can be quite the slog after being so used to TNG/DS9 visuals, but halfway through TOS I started watching it with a friend and it became so much better. I don't know if it was our commentary that enhanced it for us or what, but it became something we looked forward to doing and I would consider doing the same with another friend if possible. Imo some of the episodes are pretty good but I can understand your aversion.

Remember, by having a tactical captain, get some purple quality security officers, place them as active on your ground segment in duty officer roster, then use the red shirt summoning button and after that a skill called "tactical readiness" if i remember it right, then a little trinket you get from one of the missions that zeroes your cooldowns, then summon a second wave of officers.
This way you can get up to 16 redshirts on the ground instead of just 2.
I played the game on release and got bored within the first few days. Ground combat was terrible and the graphics where pretty poor at the time. Has enough changed to make it worth giving it another go?
