This is what GOTY editions are... the game + all expansions sold as a package a year or two after the initial release.
Valve even did a GOTY edition for HL2 on the PC. I know because the case is sitting next to me on my shelf.

All The Witcher games have had a re-release including some small content additions and tweaks, and it's been a free update for those that own it. I can't see this being any different.
