You can make a Samus using just abilities that are already in the game. Her primary is Symmetra's secondary, but faster and more damaging. Her secondary is Soldier's. Shift is sprint, E is a combat roll that spawns a Junkrat grenade. She can double-jump and becomes Zero Suit D.Va when the Varia Suit explodes.

I don't know Overwatch, but I think Samus has a set of key abilities that should be represented.
1. The beam cannon, and its utility and adaptability, with various effects and beam forms.
2. The missiles, both forms.
3. The morph ball. May be awkward in a competitive shooter, though.
4. The screw attack. Very iconic, her penultimate power and the moment in the games where you realise you are more powerful than the monsters.
5. The speed boost/shinespark. Less iconic, but very cool, and would make a great finisher/ultimate/whatever they're called.
6. Crystal Flash. Not that iconic, and only appears in one game, but I think in a game like this it would be interesting. Perhaps it could be in place of morph ball power bombs.
7. Grapple Beam. Again, no idea how this would come into a MOBA shooter, but if it could be implemented that would be good.
I don't know how big the movesets in this game are, or if the characters have 'builds', they can alternate between, so I don't know how you'd make a moveset from this. But I think there are important things about her that should be represented in some way.
I do know that Overwatch has both skins and costumes, so Samus could potentially have a Dark Samus costume, and possibly an SA-X, though if it weren't melting it would really just be regular Samus.

And why Space Travel is so costly, because no one ever bothered to innovate newer better ways to make space travel cheaper because they didn't have the budget for RnD. Characters in overwatch are extremely varied. Some have a good deal of abilities and mechanics (though not quite to the excess all-in-one arsenal you've laid out), while others are very simple. It's not unlike several different FPSes coming together and their different mechanics fighting it out.
Each of the things you've mentioned exist in Overwatch as an equivalent ability owned by one or more of the characters. For example, while not exactly the same (swinging on designated blocks/enemies), Widowmaker has a grappling hook that can attach to anything, pulling her directly towards that point, and she can press jump to interrupt the reel-in partway, maintaining her momentum which allows her to leap through the air. Or even an equivalent to the Crystal Flash, D.va's Ultimate breaks out of her power armor, causing it to nuke the immediate area, and she immediately gets a fresh, full health mech suit.
There are many unique mechanics that can lend to a lot of depth and options for one character, but the game tries to keep it uncluttered.
As a base, the limitations that the game has are
-Each character can have two weapons (though most only have one). Each weapon may have two firing modes. The primary is often a simple straightworfard projectile and the alternate is a stronger but in some way limited or more costly action.
-Each character has two Active Abilities, by default the SHIFT and E keys. These Abilities can do pretty much anything you can think of and implement. Most are limited by a cooldown of just a few seconds after use but others can be used freely or are situational.
-Each character has some "passive" abilities. Several characters have unique passives relevant to their ability to jump, whether it's a jetpack, a double jump, wall-running or gliding.
-Each character has one Ultimate that slowly builds up with time and player performance before you can use it. It can be anything huge, a nuke attack, x-ray vision, team resurrection...
