My problem is dealing with units that are strafing. I can not for the life of me figure out if bullet weapons are hitscan or if there's some light travel time because my shots are equally split between hitting and not hitting. My accuracy is 50, I'm not getting shot (most of the time) and the reticle says I'm on target.
ultimately it's not too big of a problem unless I get swarmed by close range targets that don't stand still. Just something I'd like to know to put my mind at ease.

It's one of the easier ways to go about hacking. The other would be:

Consider for a fact that raising your attack (overflow) lowers your defense, so it's better to scan than overflow, and that masking can have the same result as a scan.
Hence: mask until their attack is zero, they will start to overflow, lowering their defense too. When their attack and defense are at minor levels, start to overflow to a decent level (relative to their health) to start chipping it away with attacks.
