I've been playing VA-11 HALL-A, watching Bubblegum Crisis and Tank Police. I need more.
The more neon cityscapes, the better.
I'm playing Shadowrun Hong Kong atm, it's very Cyberpunk, but it's also fantasy. It's a great little RPG if you don't mind a setting with Matrix Hacking Orks or Shotgun toting Elves.

I don't mind the magic elements, I just find the way all these 'meta-human' species/races intermingle without any friction. The social climate for it feels a little too relaxed.
Also, Shadowrun Hong Kong has a lot more female characters than I remember in Dragonfall, it feels like every major character/boss/official I run into is female.

You want to watch the AD Police (both TV series and the OVAs), acts as a prequel to Bubblegum Crisis
Then Bubblegum Crisis
Then Bubblegum Crash which is based on 3 out of the 5 planned but cancelled remaining OVAs in Bubblegum series.
And finally Parasite Dolls.

The old point and click Blade Runner game by Westwood is quite amazing. There is a patch to get it working on modern OS, google for that.
Then you've got the obvious like Deus Ex and System Shock 1.
