A year of dev time wouldn't fix the awful ideas for gameplay and story. No amount of 'polish' could save 06, and it being as bad as it was is a good thing for Sonic and video games as a whole.
The level design is actually top notch. Unlike all the other 3D Sonic games (aside from Sonic R), which mostly have very linear paths sometimes straight-up floating above a void, Sonic 06 had sprawling levels that were believably integrated into larger environments.
They were linear at times too, but could also open up into more expansive areas with branching routes and such.
They also had actual platforming sections, where you deliberately have to jump from platform to platform rather than simply bouncing between springs.
Too bad the physics, controls, and collision detection were so utterly broken that it was all for naught.
