Except it's not bait. Most of the gameplay is talking to NPCs and then walking from a to b to talk to an another NPC. It came out half finished and would be unplayable if not for modders. Downtown and Hollywood are probably worst when it comes to this, downtown is just so bloated so you need to backtrack constantly and Hollywood when you need to walk from the Nosferatu cave and back to hollywood.
