MN9 was a co-project by Ini-Creates and Comcept. Most of the work was done by Ini. A bunch of the same people, including the composer and artist are working on Bloodstained.

Yeah, Michiru Yamane is doing a lot, but IntiCreates also brought in Ippo Yamada to work on it. Yamada was the composer for Megaman 9 and 10, the entire Zero series including the ZX games, Megaman X2, Azure Striker Gunvolt, and Mighty Gunvolt.
Also I'd say the music, outside of that shitty Mega Ran rap, and art were the least of Mighty No. 9's problems, so the people behind those being on Bloodstained is far from a death knell for the game.

Maybe it was simply the dash being too loud by default, but I can't remember a single track. But on its own, the soundtrack is decent.

Jake Kaufman also goes by Virt. Dude's worked on a bunch of games, most recently stuff like Shovel Knight, Double Dragon Neon, and the Shantae games. As far as I know he's doing a couple 8-bit tracks for the Classic Mode stages in Bloodstained.
