It's just neet. It changes colour depending on certain things, most obviously in gta V when it chnages to the colour of the protagonist you're controling, or red/blue when cops are after you. Just a neat gimmick.
In multiplayer each player has his own colour.

I'd probably think it was a neat little gimmick if it was even remotely visible to the person using the controller but as it is it just wastes battery life basically.
