The character is meant to be depressed and a little insane. Sometimes they hit that mark perfectly with him.
Sometimes they had episodes like when he tried to kill himself by closing a tiny drawer over and over again on the top of his head.
Then other times they have garbage like that episode where he cried for a half-hour before learning a valuable life lesson. He's very hit and miss.
On the other hand, I've never met anyone who likes Peggy.
