All these characters are just annoying, not op. Zarya is probably the only character I'd label as too strong, and that's really only with two of them.

While I agree with that for most of those, Dva is getting a buff cause she is a little unbalanced. Unbalanced doesn't necessarily mean over powered however.
Mei is unfun to play against but pretty lackluster otherwise in both regards
Tracer is too survivable, Rewind needs to rewind 2 seconds not 3 seconds
Genji shouldn't get dash from his ult kills
Symmetra is good for a third of the round, meaning just for her ult to shorten travel distance but after the first point is taken there is no reason to use her anymore
D'Va is slightly underpowered.
This is not a competitive shooter, not everyone needs to be useful constantly.

This is the only thing I disagree with you on. It's an ult, and it doesn't really last that long. Not to mention he still has to put himself in great danger to use it, and a Symmetra/Torb/Bastion/Winston can still just fuck up his day before he can even kill anyone with it. I don't think it needs touching at all, honestly.

Dash getting refreshed isn't an ult thing, its just a normal thing from his kit. Except it makes him insanely survivable since no one can track him once her double jumps and dashes like 3 times in a row after 2 shooting half the cast.
Also its not like it has the same range as melee attacks, his sword does fucking dumb damage at retarded ranges.
