I think it's pretty much confirmed NO ONE at Mushroom Kingdom even likes him, he's not just bad in the "I'm so mean look at me", he's GENUINELY twisted by his own right, even more so than Wario himself, who's just greedy and might be a bully, but even he gives it a break every now and then if no one bothers him.
Waluigi is envious of literally everything and everyone and pretty much just dislikes EVERYONE except himself. Maybe Wario too, but even I'm starting to think he doesn't give a rat's ass about Wario either and most often, mocks Wario whenever he's in a bad situation or protects himself while leaving Wario vulnerable.

I have this theory that Wario calls him up anytime there's a party, kart race or sports game. Any other time, he's just a normal guy working a steady 9-5 office job. Probably has a wife and kids. Just puts on this ugly villain face before he shows up with Wario so he can continue living this double life. He doesn't care about anything else that goes on in the Mushroom Kingdom though, only sports and parties. Oh and that one dancing game we don't talk about.
He should have been called ruigi, with a lower case r, because it's vaguely similar to an upside L.
