The consoles themselves don't bring in much money. Its the games and the licencing fees for those games that brings in the cash and Microsoft wants people to buy games in the xbox ecosystem. They're giving people the ability to play on whatever machine they want, PC, Xbox one, S, or Scoprio, they benefit by spreading a wider net. A game sale is a game sale and if they can create a network of comparable devises for different consumers, that will drive higher game sales.

I wouldn't say it's the worst overall, but it's certainly a let down. 5 has among the best MP in the series though, which makes the forge anc custom only port even more appealing since you get the actually good parts of Halo 5 for free without the bad parts.
In fact i'd rather they just have Halo 6 use 5's engine and not really mess with any of the mechanics or gameplay at all, and instead spend all of their time just making tons of MP levels, getting splitcreen to work, and game modes and having a really good campaign; as 5's actual core gameplay and weapon balance and all of that is stellar
