I can understand siding with the expanded, Sawyer version of the Legion but the one in game? They're so boring, they got like 5 quests directly related or given by them and one is also a NCR quest. Vulpes is a bore with a slightly memorable VA, Caesar himself can actually explain himself and his Legion, Lanius isn't anything special. The best Legion npcs are ex-Legion, Joshua Graham and Ulysses.
Their equipment is stupid, they have stupid memorable lines, they have like 2 "cities" not counting the Fort, yeah this isn't really how they're supposed to be but it is how they are in the actual game. From just a gameplay perspective NCR is better, more and better npcs, more varied quests, better gear, more cities and Hearts > Clubs
