Because it was a tech demo for a peripheral released late in the systems life.
It wasn't a big failure but the fact Nintendo's completely 180'd from Skyward Sword with Breath of the Wild shows that they weren't thrilled with its reception and sales.

4 million is the total number of new units sold for OoT, including the reprints. And that's over the course of 4 years.
Compare that to Skyward Sword, which was released near the end of the Wii's life cycle and didn't track used sales copies.

Conversely, OoT3D used to be required in order to hack a 3DS.
