It's funny seeing this as such a common complaint when there are almost no memes actually thrown in your face and most are just in challenges or small things like the pressure valve going to 9001. Especially when it's people on /v/ of all fucking places complaining about memes.
Gearbox didn't even go under after Duke and Colonial Marines. What makes people think this time will be any different?

Better writing, keep the absurd setting of Pandora but get the blatant social agendas and hilarious internet references out of the script (basically, don't let Burch near it) Give characters at least an illusion of depth instead of making them one joke apiece.
Make the varied guns useful. Stuff like E-tech in BL2 was interesting, but the guns were almost always shit. Put in gun mods that give you things like bouncy grenade launchers, caustic goo spitting guns, machine guns that shoot minirockets, and make these types of randomized weapons feel good to use and powerful.
Fix the enemy stat scaling so that weapons are actually useful for more than 2 levels. BL1 did this fine, just revert to something similar to that.
Make the characters feel more distinct. Maybe add 2-3 usable skills instead of just the one per character.

also have classes with gun-specific skill trees, it really made BL1 feel much deeper than BL2 because of this, simply due to a lack of skill interaction with the "potentially endless variety" of guns
