The problem is IBM basically duped Sony into funding a very specialized processor that required you divide work in multiple special processing units that don't take code like a traditional processor. It was expensive in the PS3 and it's now too expensive to include back compat at a price most gamers want to enter at.
The PS4 and Xbone are basically more like locked down low end PCs, so if they keep this trend up for the next generations then backwards compatibility should be fairly trivial, since we no longer need to program specialized tricks that only work against the exact hardware a console was built with.
