scientifically ema is best
and here, i shall prove my conjencture.
out of all 3 assistants, ema stands in the middle when it comes to age, one year older than trucy,(in their respective games) two years younger than maya, thus, she's best of both worlds.
Ema is the first majorly recurring assistant, as a detective in AJ, and an assistant in AAI.
Ema, out of all assistants, seems to be the most sarcastic one, especially in AJ, making her unique, and, by far is the most cultured one compared to others (exchange student, "self styled investigator", and is reportedly good in science)

I think the very basics of that law is present in a lot of jurisdictions. Like, if you see a child drowning are you obligated to help under the law? How far does your liability go?

Technically, all you need to do is call for assistance and then your job is finished. Doing anything further puts you at risk for if you try to attempt a rescue and it goes wrong, like you yank a drowning child out of the water but accidentally use too much force and dislocate their shoulder or something. Why are you going around randomly dislocating the shoulders of children? What, the kid was drowning? So? How is that an excuse for dislocating shoulders? It was an accident? Well sorry doesn't fix anything, now you're liable for the medical costs associated with the dislocated shoulder.

It sounds fucked, but the logic is basically "If you do something bad you should be punished for it even if your intentions were good". And usually most jurisdictions are against putting positive duties to actively assist people in danger, since that just puts more people in danger and leads to ridiculous situations like "If a bank gets held up by robbers and no one tries to tackle the robber down, do you arrest everyone in the building?" as well as "Do you arrest hostages for being hostages instead of helping?"
