Achievements would encourage me to do more, but Toby is against them because he thinks they'll spoil to game and make people worry/spoil the game so they won't miss any on their first play through. It was meant to be a quirky personal indie game and it fucking blew up to a crazy level of success beyond what anybody has predicted.
