Teleport is supposed to help you get into position behind enemy lines. It might be too telegraphed but I don't feel like they designed Reaper as a straight up sniper clearer.

Definitely not a sniper clearer, but it's way too finicky to use at the best of times, and with both the teleportation indicator and the announcement its usefulness is very limited.
That said, however, Reaper has really good abilities overall and so having one that's not THAT good isn't really a problem as long as they fix its ledge recognition.
