He can own Tracer, Zenyatta (anyone can own Zenyatta) and anyone who doesn't have a shield or escape skill of some kind. Everyone else has more than enough time to pop a skill right after the stun ends, and McCree cannot kill them in time. Let's say you want to kill Genji. Flashbang and one headshot does 175 total and you don't have time to do anything else before stun ends and Genji pops Deflect. Flashbang plus Fan requires 4 Fan hits, which you can't get off before the stun ends and he Deflects the remaining bullets in your face. You're only going to kill a Genji if he has shitty reaction time, in which case he's probably a shit Genji to begin with.
Meanwhile, a doublefan still kills every tank other than D.Va if they don't get out, which was the problem before the nerf. The intent of the nerf was to keep him from burning tanks easily while still keeping his ability to burn squishy flankers. The nerf did the exact opposite of what it was intended to do.
Literally all they needed to do was keep fan damage the same but add a 4.5 second cooldown, which is the minimum time needed to reload and fire 6 rounds normally after a fan.

You can move slightly while reeling people in, try moving forwards after landing a hook. Also get used to the height you need to aim at to get max number of headshots for each character, since they are different. I think you can hold M1 to get a shot off instantly when your hook is done, so be sure to do that as well, don't give them a chance to move away.
